Content Lifecycle + Refresh Plan
A content lifecycle plan defines the phases a piece moves through after publication: active (performing), monitored (watched for decay), flagged for refresh (traffic or accuracy declining), refreshed (updated), or retired (removed or redirected). Without a lifecycle plan, content ages silently. With one, review triggers are defined in advance and the decision between refresh and retire becomes deliberate rather than a backlog of overdue maintenance.
